Project overview

As Regional Stormwater Authority, we are committed to supporting delivery of regional stormwater infrastructure to service the Aerotropolis. The scheme plans for Wianamatta Badgerys and Cosgroves show the proposed regional stormwater infrastructure required to service these areas.

The Wianamatta Badgerys and Cosgroves schemes service around 7,267 hectares supporting a developable area of 3,451 hectares.

Earlier this year we engaged on the proposed schemes. They were publicly exhibited between 31 March and 14 May 2025, receiving 112 submissions.

Consultation outcomes

Thank you for providing your feedback on the Aerotropolis Draft Inegrated Stormwater Scheme Plans for Wianamatta Badgerys and Cosgroves areas. We have now published the Consultation outcomes report summarising your feedback, which we will consider as we continue to update our plans.

The feedback we have received on the draft plans will be considered as we progress the designs for stormwater system.

Outcomes at a glance

Our engagement program has been extensive and inclusive, reflecting our commitment to shaping a sustainable and liveable Greater Western Sydney.

We combined traditional and online methods to make sure we reached as many people as possible. We used an interactive map and online survey, held in person engagement (drop-in sessions, individual landowner meetings and stakeholder workshops), and hosted dedicated community and developer webinars.


We heard there was strong support for a regional, integrated approach to stormwater, however feedback reflected concerns about how the proposed infrastructure would affect private land and future development. We received feedback on:

  • impacts to private property, particularly the perception of reduced developable land or fragmented lots due to proposed basin and channel locations
  • land acquisition, including calls for clarity on timelines, compensation and whole-lot acquisition, where appropriate
  • scheme design, particularly around basin placement, waterway location, catchment modelling and consistency with existing infrastructure and topography
  • governance and coordination, with some concerns raised about alignment across government agencies
  • timing and uncertainty, especially for landowners whose property is not expected to be serviced for many years.

Some stakeholders also highlighted the need for better clarity around planning overlays, watercourse mapping, and how changes to the plans would be communicated over time.

We thank the community, development industry and all stakeholders for taking the time to review the Aerotropolis Draft Integrated Stormwater Scheme Plans for Wianamatta Badgerys & Cosgroves and provide feedback.

As the Regional Stormwater Authority for the area and its waterways, Sydney Water must develop scheme plans that meet its responsibilities and align with the region’s future development.

Once the Aerotropolis Stormwater Scheme Plans for Wianamatta Badgerys and Cosgroves are finalised, they will be used to prepare Development Servicing Plans, which outline the costs and contribution requirements.

We understand there are many different concerns from landowners, the wider community and the development industry. We will keep working with other agencies to address specific issues raised, and we encourage people to contact the relevant agencies directly when Sydney Water is not the responsible authority.

Our Consultation outcomes report, includes recommendations made by the community and stakeholders, along with Sydney Water’s responses to each.
